Havering wants a 20mph limit on 16 Gidea Park roads and 12 humps on Heath Drive and Brook Road, a cut-down plan. Objections close on 23 October.

Havering Council wants to put a 20mph speed limit on 16 roads in Gidea Park, with 12 road humps on Heath Drive and Brook Road. The plan covers the residential streets between the A12 and Main Road, from Parkway across to Heath Drive.

It is the second version of the scheme. The council consulted residents on a first design earlier this year, and says the replies raised concerns about “the number, type and location” of the traffic-calming features. It has now cut the number of physical measures and concentrated them on two streets. Objections to the revised plan close on Friday 23 October 2026.

What is proposed

The 20mph limit would cover these roads, according to the council’s traffic order notice:

  • Heath Drive, Brook Road, Brook Close and Park Boulevard
  • Roslyn Gardens, Netherpark Drive and Parkway
  • Risebridge Road, Heaton Grange Road and Reed Pond Walk
  • Meadway, Mead Close, Broadway and Elm Walk
  • Gidea Close and Gidea Avenue

The physical measures are much narrower. Every hump is full-width with gaps, and no more than 75mm high. They are listed in the council’s notices for Heath Drive and for Brook Road and Parkway.

The council’s letter to residents lists the rest of the package:

  • raised crossings by the pedestrian entrances to Raphael Park on Parkway, near the children’s playground
  • warning signs on Main Road and the A12 telling drivers about the humps and that the route is unsuitable for lorries
  • new 20mph signs and road markings
  • short lengths of double yellow lines at junctions

The traffic order notice puts those yellow lines at seven spots on Heath Drive. They are its junctions with Brook Road, Risebridge Road, Reed Pond Walk, Meadway and Sycamore Grove, plus the boundary of numbers 50 and 51 and opposite numbers 49 and 50.

Why the council wants it

The scheme began with complaints about cut-through traffic, speeding and lorries using the estate’s roads. The council says a 20mph limit on its own “would not address all the objectives”. It wants the humps to slow drivers down and make Heath Drive and Brook Road less attractive as a short cut, especially for HGVs.

The council has not published the speed surveys, traffic counts or collision figures behind the scheme on the consultation page. It says officers will weigh “the available traffic evidence” when the consultation closes. It has also not said how many humps the first design had, only that the number has been reduced.

What happens next

Officers will read the objections alongside the replies to the first consultation. Their recommendation goes into a report, and the council then decides whether to go ahead as advertised, go ahead with changes, or drop it. If it is built, the council says it will review speeds and traffic flows after the scheme has run for “an appropriate period”. No construction date has been given.

If you live on or drive through these roads and want to object, you have until Friday 23 October. The council will not reply to each objection individually.

One trap: the Brook Road and Parkway notice prints a consultation link ending “gidea-aven-brook-rd”. That address returns an error page. The working link ends “gidea-ave-brook-rd”, and it is the one above.

Support for the scheme can go to the same address. Residents who backed the first version may want to say whether the cut-down design still does enough.
